NASA will partner with The Ion, among others, in Houston to advance space exploration.
FEATURED IMPACT IN THE NEWS NASA is partnering with several institutions across the Houston area to build a workforce to develop space technologies. The Ion, Houston’s innovation hub located at 4201 Main St., Houston, on July 14 announced a new relationship with NASA’s Johnson Space Center at 2101 E. NASA Parkway, Houston. Johnson Space Center also announced collaborations with the University of Houston System; Axiom Space, located at 1290 Hercules Ave., Houston; and Collins Aerospace at 2925 Briarpark Drive, Ste. 700, Houston. “This partnership will allow us to increase startups through our aerospace accelerator targeting minority businesses ... as we propel commercialization of space and work to land the rst woman and rst person of color on the moon under Artemis,” Johnson Space Center Director Vanessa Wyche said about The Ion partnership in a news release. Johnson Space Center will also be working with Rice University, located at 6100 Main St., Houston, as a part of The Ion partnership. NASA aims to develop spino technologies and grow minority entrepreneurs as it prepares for its future missions to the moon and beyond, Wyche said.

The Pearland Chamber of Commerce asked the Texas Department of Transportation to conduct a new trac study on Phase 2 of the FM 518 widening project, from Cullen Parkway to McLean Road, and meet with potentially displaced property owners to answer their concerns. The chamber wants a new study to see if there is still need for the project once the McHard Road extension from Mykawa Road to Cullen Park- way is completed in the fall, chamber President Jim Johnson said. TxDOT from April 26 to May 13 collected public input on a proposed change to the Broadway Street wid- ening project from Cullen Parkway to McLean Road in Pearland that

Despite reducing the amount of right-of-way needed for the expan- sion, TxDOT said the project could potentially displace ve more busi- nesses because of the addition of the pedestrian path that was originally planned to be a shared lane with cars. Phase 1 of the Broadway Street
project from Hwy. 288 to Cullen Parkway is aiming to begin construc- tion in 2025, Perez previously told Community Impact Newspaper . The cost for Phase 1 is $88 million. There is not a set timeline for Phase 2 because it has not yet been funded. “TxDOT has been coordinating closely and regularly with city of Pearland sta and Pearland Economic Development Corporation sta throughout the design of the project, including the latest changes to the design,” Perez said.

Meeting recordings are posted to the city’s YouTube channel. MEETINGS WE COVER CITY HIGHLIGHTS PEARLAND The city of Pearland is one step closer to receiving Hurricane Harvey response funds. On July 25, Pearland City Council approved a resolution to authorize the acceptance of $14.8 million in grant funds distributed by the Houston-Galveston Area Council from the Community Development Block Grant Mitigation program. The funds will be used for future mitigation efforts, City Manager Clay Pearson said. Pearson said the city could receive more funding down the line from the program, such as from Harris County, due to a portion of Pearland located within the county’s limits. The resolution does not include specific projects.
Pearland ends conflicting 32/30 plan earlier than originally planned
With the decision to end the 32/30 plan, Pearland expects all customers to be caught up on a monthly cycle by November.
PEARLAND Water customers in Pearland will see a change in their water bills over the next three months. City Council at its July 11 regular meeting approved an option that will end the 32/30 plan months earlier than expected. The 32/30 plan billed water customers for 32 days of use every 30 days. Under the new option, Pearland will accelerate bill dates for all cycles of the city’s water customers until the end of October. “I think anything that can complete and get 32/30 done faster is good,” Pearland Mayor Kevin Cole said. “It checks a box. It gets that part of it over with.” Under the new adopted plan, Pearland water cus- tomers will receive three bills, all being charged for 32 days of use, in a span of 84-88 days with the final bill coming in October. According to agenda documents, all Pearland customers in cycles 11, 12 and 13 will receive their bills 30 days apart for August. For September and October, bills will be either 28 or 29 days in between the previous bill. For cycle 14 customers, they will receive their August bills 28 days apart, the September bill 29 days apart and the October bill 27 days apart. Once November rolls around, the city will return to a regular monthly read cycle. According to agenda docu- ments, the new schedule will incorporate all 365 days of the year by billing at 30 days from March to September

and 31 days from October to February. In the leap year of 2024, March will be read in 31 days. Additionally, each cycle will have a standard 10- to 15-day billing gap between the meter read date and the billing date. The 32/30 plan was created in 2020 and has been a contentious issue since. The plan to end 32/30 sooner than December and into early 2023 was unanimously passed by council July 11. While the item to implement the new plan unani- mously passed, the amendment to accept the option affecting customers on cycles 11-14 passed in a 5-1 vote with Council Member Adrian Hernandez the lone vote against. He said he was in favor of a different option that would have affected only cycle 14 customers.

PBK Architects presented updates on the projects it designed at the July 18 FISD board meeting. The projects are part of the $128 million school bond approved by voters in November 2020. Most recently, the board approved PBK’s designs for renovations and construction on Windsong Intermediate, Bales Intermediate and Westwood Elementary schools. Progress on construction has not been affected by supply chain issues, district officials said.

The district’s proposed budget includes a tax rate of $1.2094 per $100 property valuation, a decrease of $0.03—or 2.4%—from the FY 2021-22 rate of $1.2394. The maintenance and operations rate makes up $0.9170 of the total with an interest and sinking rate of $0.2924. The district previously estimated a higher tax rate of $1.2315 in an earlier version of the preliminary budget presented at the July 18 board meeting. This rate would have represented only a $0.0079 decrease—or 0.64%— from FY 2021-22’s rate. FY 2022-23’s proposed rate joins the ongoing down- ward trend of FISD tax rates, representing a nearly 12% decrease from 2014. The financial plan projects expenditures totaling $59.5 million, compared to the $56.6 million originally budgeted for FY 2021-22. A $3.1 million shortfall is

anticipated for FY 2022-23, which would draw from the district’s fund balance and reduce it to $14.5 million. However, Petree said the district was able to decrease its projected $2.5 million FY 2021-22 deficit to just under $700,000 as of August. If the district spends only 98% of its revised expen- diture budget, which it has on average for the past five fiscal years, per agenda documents, the estimated FY 2022-23 shortfall would fall to just under $2 million. The district’s budget process for FY 2022-23 began in January and will conclude in August with the adoption of the budget, according to agenda documents. The board will hold the required public meeting to dis- cuss the proposed budget and tax rate Aug. 22 at 7 p.m. during its workshop session in the FISD Boardroom.

Cunningham said the challenge for CCISD will be extending the Watch D.O.G.S. program to more elementary schools and beyond to the interme- diate and high school level. He said the size of the district causes dierent levels of PTA participation at dierent schools, where some PTAs can strug- gle with membership numbers. Watch D.O.G.S. has been on hiatus since the 2020-21 school year due to COVID-19. “There was a dire need for us as parents to be on campus with our kids,” Cottrell said. “So as soon as green lights were coming on, in bits and pieces, the dads were saying, ‘When can we get in there?’”

Clear Creek ISD will ocially restart its Watch D.O.G.S.—or Dads of Great Students—program in the 2022-23 school year to boost student safety in its elementary schools. Watch D.O.G.S. is a national school-based program aimed at incorporating more positive male role models in school environments. The volunteer program invites father gures to sign up for campus visits to help students and ensure uniform security coverage of CCISD elemen- tary schools, which have patrolling school liaison ocers. Watch D.O.G.S. participants are not armed. “It doesn’t take a tragedy for the district to think of the safety of our students; that’s rst and foremost,” CCISD board of trustees President Jay Cunningham said. At CCISD, Watch D.O.G.S. is orga- nized by each school’s parent-teacher
